E-Commerce Policies and E-Government Growth in the Philippines (handout) An update on e-commerce policies approved and for ratification to push the growth of e-commerce in the Philippines. Government e-commerce transaction growth in dealing with stakeholders, citizens, customers, and businesses was also discussed. The above topic was presented by Dir. Maria Lourdes Yaptinchay during the DigitalFilipino E-Commerce Summit this November 13, 2009 at Hotel Intercontinental, Makati City. Speaker Profile: Dir. Maria Lourdes A. Yaptinchay began her career in government service with the Department of Industry after graduating from the University of the Philippines with a Bachelor of Science Degree in Statistics. She started out as Industry Development Researcher with the former Bureau of Industrial Information and Programs and rose from the ranks until she was appointed to the position of Director of the Office of Policy Research of the Department of Trade and Industry in 1998. She is currently the Supervising Director of the E-Commerce Office, an office that was institutionalized in DTI just last March 2009 through a Department Order issued by the DTI Secretary. Her experience in policy work has made her the logical choice for the E-Commerce Office, which has been given the mandate to formulate and/or coordinate the formulation of policies in support of e-commerce, among others. She is the Alternate Chairperson of the DTI E-Commerce Team and co-chairs the Inter-Agency Committee on Public Key Infrastructure with the Commission on ICT. On the international front, Dir. Yaptinchay represents the Philippines as official delegate to the E-Commerce Steering Group of the Asia-Pacific Economic Cooperation (APEC) and member of the Sub-Groups on Data Privacy and Paperless Trading. She is also involved in the work of the ASEAN TELSOM Working Group on E-Commerce and ICT Trade Facilitation. Just recently, she was invited to join the Working Group on the “Establishment of a Safe and Secure E-Commerce,” a project of the Economic Research Institute for ASEAN and Asia.
